Houses in Multiple Occupation (HMOs) are residential properties occupied by three or more people from more than one household who share facilities such as kitchens or bathrooms. Local authorities license certain HMOs under Part 2 of the Housing Act 2004, with mandatory licensing applying to larger properties and additional or selective licensing varying by council. Updates to HMO standards and licensing requirements are published through legislation.gov.uk, the Ministry of Housing, Communities and Local Government (formerly DLUHC), and local authority planning portals.
