PLAN

The Property Licence Approval Notice (PLAN) is a requirement under selective and additional licensing schemes for Houses in Multiple Occupation (HMOs) and rental properties in designated areas, obliging local authorities to issue formal documentation when granting property licences. Updates to licensing requirements and PLAN procedures are primarily governed by the Housing Act 2004 and subsequent statutory instruments published on legislation.gov.uk, with policy guidance issued by the Ministry of Housing, Communities and Local Government (MHCLG), and enforcement standards monitored by local authority housing departments. Watchdog HQ monitors changes to PLAN weekly.
