Renters' Rights Act

The Rent Repayment Order (RRA) regime allows tenants and local authorities to recover rent and housing benefit payments from landlords who commit certain housing offences, including failure to license properties under selective or mandatory licensing schemes, breach of improvement notices, and unlawful eviction. The Housing and Planning Act 2016 established the current framework, with updates published through legislation.gov.uk and guidance issued by the Ministry of Housing, Communities and Local Government (MHCLG). Propertymark and the National Residential Landlords Association (NRLA) also provide sector interpretation of enforcement trends and tribunal decisions. Watchdog HQ monitors changes to RRA weekly.
